The Newly Elected Officials (NEO) Program is a term-based capacity development program for local governments developed by the DILG through its training arm, the local Government Academy (LGA) in partnership with the leagues of Local Governments, some NGAs, NGOs, Development Partners and other local government stakeholders.
I.Component 1 (Ensuring Smooth Transition)
- 100% of the cities and municipalities in the region created their respective Local Governance Transition Teams, pursuant to DILG-MC No. 2010-26
- Only 22% (3 provs, 1 city and 28 muns) fully complied with the requirements mentioned in the aforesaid issuance (e.g. conduct of inventory of all LGU properties, assembling of documents or records affecting LGU operations and conduct of turn-over ceremonies). The remaining 79% of the LGUs (3 prov. 3 cities and 111 muns) registered partial compliance with the said directive.
- II. Component II - Track 1A: (My First 100 Days in Office)
Of the fifty (50) newly-minted or first termer LCEs in Region VIII, only 35 were able to attend the Orientation-Seminar conducted by the LGA on June 21-22, 2010 at the Sabin Hotel, Ormoc City. However, at the end of the activity, only 24 LCEs were able to come up with their respective Action Plans/Development Road Maps for the Next 100 Days in office.
Mayor Leonilo T. Costelos of Talalora, Samar was able to attend the Orientation-Seminar on June 24-25, 2010 at the Golden Peak Hotel, Cebu City.
To date, monitoring of the implementation of said Development Road Maps is on-going.
III.Component II – Track 1B: (Knowing my LGU)
As of August 23, 2010, out of the 136 municipalities in the region, 135 were already able to conduct their LGU Utilization Conference. So far, for the Municipality of Palo, Leyte, plans are already underway for the conduct of its Utilization Conference any time in September.
